Prince Charles' taxpayer funding up 18% (AFP)

LONDON (AFP) ? Prince Charles saw his taxpayer funding increase by nearly 18 percent in the past year as his subjects were tightening their belts due to harsh austerity measures, figures showed Tuesday.

The heir to the throne's income from the government rose 17.9 percent from £1.66 million in 2009-10 to £1.96 million in the past year, according to his official accounts.

Much of the expense covered travel costs with Charles and his wife Camilla travelling 34,000 miles to and from official engagements, including more than 14,000 miles on overseas trips.

Spending on the royal couple's travel by air and rail jumped 56 percent in 2010-11 to ?1.08 million, despite having travelled 8,600 fewer miles than the previous year, say the figures covering the British tax year which ends in April.

Charles and Camilla visited Portugal, Spain and Morocco in March and April and toured India last October after Charles opened the Commonwealth Games in Delhi.

Michael Peat, the prince's principal private secretary, said costs were lower in 2009-10 as the longest journey, to Canada, was paid for by the Canadian government.

At the same time Charles's private earnings from the Duchy of Cornwall, his estate in southwest England, went up by nearly four percent to ?17.7 million -- although his tax bill rose 26.2 percent to ?4.4 million.

His personal spending, which is not funded by the public, rose 50 percent to ?2.5 million, partly to cover the marriage of his son Prince William to Catherine in April but mainly because Charles increased his donations to charity.

The jump in public funding for the prince immediately drew criticism at a time the British government is pushing through deep cuts to public sector spending which will lead to hundreds of thousands of job losses.

Britain's main anti-monarchy group, Republic, called for a parliamentary investigation into the increased costs.

"Charles's spending is spiralling out of control," said Republic spokesman Graham Smith.

"Why on earth are taxpayers continuing to fund his lavish lifestyle when public services are being cut?"

Ahead of talks, NKorea threatens to attack SKorea (AP)

SEOUL, South Korea ? North Korea threatened Wednesday to launch a "sacred war" against South Korea even as a delegation from Seoul traveled across the countries' heavily fortified border for a meeting on a stalled joint tourism project.

A North Korean government spokesman accused front-line South Korean army units of setting up "virulent" signs that slander North Korea and of inciting "extreme hostility" toward Pyongyang.

"This is little short of a clear declaration of war," the unidentified spokesman said in comments carried by the North's official Korean Central News Agency. "We will react to the enemy's provocation with a stern punishment and counter its war with a merciless retaliatory sacred war."

The threat came one day after South Korea's Hankyoreh newspaper reported that some South Korean army units near the border had set up anti-North Korea slogans in the wake of two deadly attacks blamed on North Korea last year.

The newspaper carried a photo showing a banner reading "Let's ram guns and swords into the chests of North Korean puppet soldiers!" hanging over the entrance of one army unit in Cheolwon, a town near the central portion of the demilitarized zone separating North and South Korea.

The newspaper said the unit also wrote on its walls such signs as "Let's hack the three Kims into pieces," a reference to late North Korea founder Kim Il Sung, his son and current leader Kim Jong Il, and grandson and heir-apparent Kim Jong Un.

South Korea's Defense Ministry confirmed the substance of the report, saying some army units have taken such measures to bolster their soldiers' mental toughness against North Korea.

The two Koreas are technically still at war because their 1950s conflict ended with a cease-fire, not a peace treaty.

North Korea's threat to attack South Korea is only the latest in a series of warnings and hostile statements from Pyongyang aimed at the conservative government of South Korean President Lee Myung-bak. It comes as the two Koreas were to meet Wednesday to discuss North Korea's seizure of South Korean assets at the North's scenic Diamond Mountain.

Joint tours to the mountain were suspended in 2008 following the shooting death of a South Korean tourist. North Korea later confiscated or shut down South Korean-owned buildings and other facilities there.

A group of South Korean officials and business leaders crossed the border and headed to the mountain for talks hours after the North's threat, according to Seoul's Unification Ministry.

Animosities between the Koreas have deepened since North Korea allegedly torpedoed a South Korean warship in March last year. The North also shelled a South Korean border island in November. A total of 50 South Koreans were killed.

Tension spiked again last month when North Korea threatened to attack because of South Korean troops' use of photos of the three Kims as targets during firing drills. South Korea's Defense Ministry later told military units to stop using such photo targets, but it has no immediate plans to ask troops to stop using anti-North Korean signs, a ministry official said.

In Washington, the nominee to command the 28,500 U.S. troops in South Korea said Tuesday that he expects a continuing cycle of provocations from North Korea as Kim Jong Il attempts to retain a nuclear weapons program and faces a deteriorating economy and food shortages.

"I think a provocation can occur at any time," Gen. James Thurman said at his Senate Armed Services Committee confirmation hearing.

HEAVEN is a novel that is rich in African American cultural markers. For example, the setting of the story is a contemporary setting. The story takes place in the summer of 1996, in Heaven, Ohio. The struggle with the effects of racism is a cultural marker in HEAVEN. During this time in history, a significant number of African American churches in the South were being burned down. Marley states, ?Momma told me last week that they burnt down the church in Alabama that Pops and I went to when we were babies. She saw it burn on the news.? ?The burning of the churches in the South is a sad reminder to Momma and Pops of the church burning in the 1960s. Another cultural marker Angela Johnson refers to?is families, loyalties, and obligations. This is revealed in Bobby?s bond with his baby, Feather and Marley?s mother?s love for her daughter and son. Marley states, ?He looks at Feather as if she is the only baby in the whole world. Sometimes I catch Momma looking at me and Butchy that way.??

The chief example of the strength of family is Marley?s revelation that Momma, Pops, and Butchy are not her biological parents and brother, but are really her aunt, uncle, and cousin. Marley learns about loyalties and obligation when it is revealed that her Momma and Pops raised her as their own daughter, when her biological mother died and Uncle Jack (Marley?s biological father) relied on his family for support and Momma and Pops loyalties and obligation to her Uncle Jack would not allow them to tell Marley the truth about her "real" parents.

The love that Marley has for her family is another cultural marker in the story. Marley states, ?My family is still just that-only the titles have been renamed. Butchy is still the boy I love, who rolled through life. Momma is still the one who digs and plants and does have hands that look like mines. And Pops is still the man who, when I close my eyes, I can see his smile. . . I watch Jack as we sit and talk in the backyard. . .I don?t feel like I could ever love any of these people more than I do in that? one moment.? The presence of strong friendships in the book is a strong cultural marker in this story. Marley and her friend Shoogy have a bond that will stand the test of time. Finally,?Angela Johnson writes a poignant novel of deception and self-discovery- about finding the truth and knowing what to do when truth is at hand.

Janet and Murray have? been married for 50 years.? Murray is in advanced stages of Alzheimer?s Disease and Janet finally was forced to place him in a nursing home.? Murray recently received Medicaid approval and Janet got to keep the house and $100,000 in assets.?? She filed a joint income tax return for 2010 and recently received a $10,000 refund check payable to her and Murray.? Janet?s question, or really statement to me, was ?I can keep that money right??? ?No so fast?, I replied.?

?It?s a good thing Janet called when she did.? Half the refund is hers, no question, but the other half is Murray?s money.? If Murray now has $5000 isn?t that more than the $2000 Medicaid asset limit?? Will he now lose his benefits?? Or is it considered income to Murray, requiring him to turn it over to the nursing home?? Or is it possible that Janet can keep it all?

?This is a very tricky situation, and a clear illustration of how so complicated Medicaid is, even after you have been approved.? First of all, Medicaid rules state that an income tax refund is not considered income so giving Murray?s half to the nursing home isn?t necessary.? OK, so it?s an asset.? Well, then, can Janet keep it?? No, she can?t.? While she can keep any asset she had when Murray was approved for Medicaid (ie. the house and $100,000) and any asset she receives after that point (ie. her half of the refund), Murray cannot transfer his half to Janet.? He would lose is Medicaid benefits.? This is what is called a ?post eligibility transfer?.

?So, what options remain?? Janet could spend the money for Murray?s benefit on things he needs, such as clothing, a TV, a companion to assist him etc.? However, she must spend it by the end of the month he received the refund.? Anything left unspent the following month will be added to his other assets.? If Murray is over $2000 in assets that next month he will lose his Medicaid unless he turns the money over to the state.

?It was a good thing Janet called when she did.? Can you imagine if she kept that $5000 and Medicaid found that out the next time she had to complete the paperwork to annually renew Murray?s eligibility?? Losing Medicaid would have cost her $10,000 a month, the private pay rate at the nursing home.? Janet could have potentially lost tens or hundreds of thousands of dollars, sending her to the poorhouse.? Luckily, she sought the proper advice.? But, it just goes to show you there are infinite ways that the Medicaid rules can trip you up.? The problem is you just don?t know what you don?t know.

Force Motors hopes to sell 4000 SUVs in first year

Pune-based commercial vehicles maker Force Motors, which will mark its entry into the passenger vehicle segment with its sport utility vehicle (SUV) by August 2011, expects to sell 4,000 units of the SUV in the first year.

Priced between Rs. 10.5 ? 11 lakh, the SUV will run on Mercedes-Benz licensed engine and has been developed by the home-grown company with the help of international consultants. The company plans to come up with two or three more models on the SUV platform. In line with passenger vehicle plans, the company is setting up a separate division called personalize vehicle division to cater to its plans in the segment.

Overall, the SUV market in India stands at around 80,000-90,000 units. The company plans to have proper dealership under the passenger vehicle division by the year end. The SUV will have a 2.2 litre common-rail diesel engine with 300Nm torque gear box. Managing Director, Force Motors, Firodia adds, ?The car is Euro IV compliant and ready for Euro V. The chassis and suspension is completely new and designed by us with the help from the international consultants.?

The SUV will have an overall localization of 70-80%. The car will be produced out of its Pithampur plant in Madhya Pradesh, where the company has set up a completely new assembly line and paint and body shop for it.

The company has taken the help of UK-based Lotus engineering, which is a global automotive engineering consultancy company into lightweight architectures, efficient performance, electrical and electronic integration and driving dynamics. Moreover, Firodia indicated that the company has also worked with Mercedes-Benz technology, a 100% subsidiary of Mercedes-Benz, for substantial help on built quality assistance, vehicle dynamics and vehicle electronics.

All That Shaz: BOOK REVIEW: The Map of Time by Felix J. Palma

I?m a fan of sci-fi tales, particularly the time-travelling variety.? Temporal paradoxes, alternate realities and the grand web of time thrill me in much the same way catnip excites my cat.? When offered a chance to preview The Map of Time, I literally jumped at it.? I mean, just look at that gorgeous cover!

Set in Victorian London, the story mixes together elements of science fiction, historical fiction, romance and a dash of mystery.? Instead of one cohesive tale, Felix J. Palma offers three interconnected stories, each featuring H. G. Wells.?

At times, the author gets a bit longwinded, providing details that are superfluous to the already lengthly and convoluted plot.? Also, throughout the book, the author directly addresses the reader. Personally, I liked the technique.? But I can understand why others might find it annoying as it does bring the narrative flow to a screeching halt.

Still, I really wanted to love this quirky book.

The story started out rather grimly with a young man contemplating suicide and, to be honest, things didn't get much cheerier.? There are some pretty grisly descriptions of what Jack the Ripper did to his victims.? I gritted my teeth and kept reading.

There?s also a lot of nonsense about a tram that can take people to the year 2000.? Being a Doctor Who fan, I know a bit about camp sci-fi plots, so I smiled tolerantly and continued on.

However on page 400, I encountered something so foul I hurled the book from me with a cry of disgust.

What, you ask, was this vile thing that stopped my reading dead in its tracks?? Some of the worst erotica it has ever been my misfortune to read.?

Now, I?m no prude and over the years I?ve read (and re-read) more than a few steamy scenes.? But this one was turgid rather than torrid and completely unnecessary.

In a voyeuristic attempt to learn what it feels like for a girl, Wells requests a young woman to describe her first sexual encounter.? As the woman wondered how she could have lived so long without feeling a man ?thrusting sweetly? into her, I wondered why the author felt it necessary to clutter his mildly interesting tale with such pointless purple prose.? Perhaps it was meant to titillate, but I found it badly written and unspeakably infuriating ? especially since 50 pages earlier, the author assured readers he had no intention of taking us into the bedroom where the act was taking place.? (And just for the record gentlemen, the book's depiction is most definitely NOT how it feels for the ladies.)

The next day I tried to get back into the story, but skimming through the remaining 200 pages, I couldn?t find anything that interested me.? The truth is, I didn?t like any of the characters and didn?t care in the least what happened to them.

The Map of Time?was a massive disappointment.? If I had a time machine, I?d go back and tell myself not to bother with it.?

China's Wen calls for greater democracy, reforms (Reuters)

LONDON (Reuters) ? Premier Wen Jiabao called on Monday for freedom and real democracy in China, even though Beijing has clamped down on dissent this year following scattered online calls for a "Jasmine" revolution similar to uprisings in the Arab world.

Speaking on a visit to Britain, Wen also said corruption and income disparities were harming people's lives in China.

"Without freedom there is no real democracy and without the guarantee of economic and political rights there is no real freedom," he said in a speech in London.

"To be frank corruption, unfair income distribution and other ills that harm the people's interests still exist in China," he told an audience at the Royal Society, an institution devoted to scientific development and promotion.

"The best way to resolve these problems is to firmly advance the political structural reform and socialist democracy under the rule of law," said Wen, who is due to retire next year.

Wen is known to have reformist tendencies amongst China's ruling elite with earlier speeches and editorials urging the need for political reforms to safeguard economic growth.

In reality, however, an upcoming once-a-decade leadership transition and an inherently conservative ideology amongst broader party ranks make the likelihood of far-reaching reforms a remote possibility at most.

Before Wen's short visit to Europe, China released artist and activist Ai Weiwei last week whose detention drew widespread criticism abroad. One of China's most prominent dissidents, Hu Jia, was also freed on Sunday after serving 3-1/2 years in jail on subversion charges.

China's Communist Party has cracked down on dissent since February, responding to fears that uprisings across the Arab world could also inspire challenges to its one-party rule, especially before the leadership succession late in 2012.

Outside the building where Wen was speaking, groups of Tibetan activists denounced Beijing's rule in the region.

Wen, who retires next year after almost 10 years as Premier and the third-highest ranking Communist Party official, flies to Berlin on Monday after also visiting Hungary during a short European trip.

Wen has cast himself as a servant of the people and met people with grievances. However, he ultimately lacks a factional following in the elite that could give his calls a wider currency.

Earlier at a news conference with British Prime Minister David Cameron, Wen said China would have improved democracy and rule of law in future. "Tomorrow's China will be a more open and inclusive, culturally advance and harmonious society and country," he said. "A country or a nation will only grow and progress only when it is open and inclusive."

?Spring has sprung? ?so the saying goes. To me, this means beautiful weather and finally being able to be outdoors more. I?ve also noticed an influx of work trucks in my neighborhood. It looks like it?s also a time for home improvements. Lately, with so much emphasis on the importance of making your home energy efficient, I wondered where it is best to spend money ? making home improvements or making my home more energy efficient. I read that before remodeling a home, it?s good to consider investing in making it more energy efficient. This will help save on energy use and money over the long run. However, there?s no telling how long, the ?long run? will actually be. So, after doing some research, I found the best options ? saving on our energy usage AND saving money too! I divided them into five categories for the rooms that my family uses most:

1. Bedroom. Even though we?re asleep, most of the time we?re in the bedroom, it is still a very important room. During the hot months, many people crank down the air conditioner just so they can be comfortable when they sleep. This wastes a lot of energy which is reflected in increased energy bills. That is where the ceiling fan comes into play. Ceiling fans help circulate cool air in the summer by pushing cooled air downward, and then you can reverse the blade direction in the winter which pushes the cool air upward, to mix with the warm air. By doing this, you?re able to be cooler in the summer and warmer in the winter while saving some energy. Plus, there are a number of models that look nice and can add a decorative touch to the room. In the summertime, just by using a ceiling fan, you can raise the thermostat around four degrees with no reduction in comfort. Quick energy saving tip: A ceiling fan cools people, not the room as it acts as a wind chill to cool the body, so leaving a fan on when out of the room does nothing but waste electricity. So, save more energy and remember to turn it (and any lights or electronics) off when leaving the room. Another easy improvement is with lighting. You may or may not know that there was a federal law that passed, which is phasing out incandescent bulbs. Starting in 2012, American manufacturers will no longer be allowed to make 100-watt bulbs and the light bulb as we know it will be replaced by compact fluorescent lights (CFLs) and LEDs (light emitting diodes). So, knowing this now, could get you a head start on the movement. Yes, they don?t give off the best light, but according to the website, www.energysavers.gov, CFLs not only use about 75% less energy but they last up to 10 times longer than standard light bulbs.

2. Attic. If you?re looking for a home improvement that not only makes your home energy efficient, but you can see results instantly, then I recommend adding insulation. This project was done in our house and we saw savings on our next energy bill. Our home is older and required more insulation, so the amount of insulation needed and the energy savings you?ll see depends on how much insulation is already in your attic. Insulation helps save energy because it acts as a barrier that keeps heat in during the winter and keeps heat out during the summer. In order to maximize the efficiency of adding insulation, it?s best to air seal your attic to prevent air leaks first before adding the insulation. You can do this by caulking, sealing and weather stripping all seams, cracks and openings to the outside in your attic. The main sources of air leaks in your attic are around the chimney flashing, all ducts, the attic entrance, any recessed lighting and a dropped ceiling. Once the air leaks are filled, then it?s time to add the insulation. To determine if your home needs insulation, you can either hire a qualified home energy auditor who will do an entire home energy assessment for you or you can inspect it yourself. If you do decide to do the inspection yourself, you need to find out the following: A) where your home needs to be insulated, B) the thickness and the R-value of your current insulation and C) the type of insulation you already have. The R-value is a measurement for insulation?s resistance to heat flow and the higher the value the greater the effectiveness.

3. Kitchen. Some people consider the kitchen the ?heart? of a home. The problem is that it takes a lot of electricity to keep that ?heart? beating. So, an easy way to give your kitchen a facelift and make it energy efficient is to upgrade your appliances. For example, by replacing an older refrigerator with an Energy Star labeled model, you will use 40% less energy than conventional models sold in 2001 or earlier. Just think how nice your kitchen will look and how much energy (and money) you can save by replacing all your kitchen appliances with new Energy Star models. In addition to updating your appliances, you can also replace all lighting in the kitchen with CFL?s, which use less energy and create less heat, which is especially helpful when cooking during the hotter months. If you aren?t looking to upgrade your kitchen but are interested in ways to save energy and cut down on your energy bill, here are a few energy saving tips for the kitchen:
*Use pressure cookers or microwave ovens instead of the stove. They will save energy and reduce cooking time.
*If you do use the oven, try to cook several items at the same time. Also, don?t open the door to peek in; opening the door can lower the temperature inside up to 25 degrees.
*Only run a full dishwasher but be sure it?s not overloaded.
*Let your dishes air dry. There should be an automatic air-dry option but if not, then turn off the dishwasher after the final rinse and open the door to let the moisture escape.
*Allow foods to partially cool before putting them in the refrigerator since it takes more energy to cool hot food.

4. Living Room. When I think of the living room, the first things that come to mind are comfort and electronics (i.e., TV and music). So, an easy (but pricey) way to help with your energy bills is to upgrade your electronics, like your TV or sound system and make sure they are labeled, ?Energy Star?. This labeling helps reduce energy consumption without reducing the quality of the product. Quick energy saving tip: Remember to turn off lights and electronic devices when not in use. Contrary to what you might expect, even in stand-by mode those items still consume electricity unless they are completely shut off. If you are looking for less expensive options, just like in the bedroom, you can adopt the same tips for the living room as well. Use/install a ceiling fan and switch to CFL lighting. Whether you work from the home, are a stay-at-home parent, or at home for any reason during the day, you may find that you spend most of your time in the living room. So keep in mind these money savings tips in your living room. Also, it can be beneficial to update your windows and doors, not only in your living room, but in all rooms throughout your home. If you have older single pane windows, chances are you have leaks in them. This is a problem because air conditioned air is escaping through the leaks and outside air is coming in through them as well. A simple fix would be to replace those windows with new, double pane windows that are much more energy efficient and labeled ?Energy Star?. This method is costly, but they can add better curb appeal to your home plus can reduce air loss of up to 50%. Go to The U.S. Department of Energy?s website for information on how to choose the best window option for you. If replacing windows is not the option for you, then you can add caulk and/or a weather strip to reduce air leakage. Determine if there are air leaks entering your home by inspecting windows and/or doors to feel any air coming through. If there is, you can apply caulk to fill in the gaps. Lastly, if you do not have curtains or window coverings, it is a good idea to add them. By keeping them closed during the hottest part of the day, it will help block out the sun and keep your room cooler in the warmer months and they add a nice decorative touch.

Before I continue, I thought I?d point out that there is a 2011 tax credit for replacing windows, doors, insulation, and more with an Energy Star model. With this credit, you can get 10% of the cost of the new product, up to 0, or a specific amount from -0. This credit expires on December 31, 2011 and is only applicable for updates made to an existing home that is your primary residence. This does not apply to new construction or rental properties. Go to the Energy Star Tax Credit website for more information on this tax credit.

5. Garage. The garage is probably one of the last places people think to make improvements to or make energy efficient. What many people don?t realize is the garage (especially if it is attached to the home) can be one of the largest culprits of air loss in your home. One of the easiest ways to help prevent this loss is to add a weather strip to the bottom of the garage door and the door entering your home. This prevents the outside air from coming in and the air conditioned air from escaping ? and as a bonus ? it acts as a cushion for the garage door, which cuts down on noise when it closes. If you feel a breeze on the sides of the garage door, you can add weather stripping tape to seal the leaks. Now, if you?re looking to increase curb appeal or just tired of your garage door altogether (or if it?s old and falling apart), you can purchase an energy efficient garage door that will look better and prevent air from leaking. Another quick fix, just like throughout the rest of the house, is to replace the garage lighting with energy efficient CFL lights. Lastly, many people have a refrigerator or freezer in the garage for extra storage. This becomes a problem if you live in an area that has extreme high and low temperatures. Keeping the fridge/freezer at the proper temperature in extremely hot weather causes it to work harder. This is tough on the appliance AND it uses more energy, which costs you more money. So, if you are set on having another fridge or freezer in your garage, then think about replacing it with a model that is built garage-friendly and can withstand extreme temperatures.
