Who?s Responsible for Meeting the Cyber Threat?

Recently an old colleague, Dr Andrew Rogoyski, came to lecture to our MSc students on how government deals with cyber security. Dr Rogoyski has studied the interactions between government and industry and his talk led to a key question for which there was a surprising range of views. The question? When and how should government get involved in cyber security?

The UK has the most Internet-centric economy in the G20 group of industrialised nations according to research by the Boston Consulting Group released in March 2012. It estimates that the UK?s internet economy was worth ?121bn in 2010, more than ?2,000 per person. Couple this with the knowledge that approximately 20 threats per second are discovered on the Internet, and it?s not surprising that UK government lists cyber security as a ?Tier 1 Threat?, alongside terrorism. However, recognising the threat is slightly different from actually doing something about it.

Governments now recognise that there is a strong economic advantage in having a secure digital infrastructure. In order to attract businesses to your economy increasingly you need to demonstrate that your country is a safe place to conduct Internet-based business. Booz-Allen reports on this aspect of a countries with its cyber hub index.

Interestingly the UK and the US are seen as the safest places for Internet based business. This has resulted in several large corporations quietly reversing the recent trend to relocate business to the developing world to reduce costs. Ensuring security has become as important, if not more important, a business driver for governments as cost. When a country loses its AAA credit score for a ratings agency, it makes headlines. I predict it will not be long before similar importance is attached to measures such as the Booz Allen cyber hub index.

But in order to ensure a safe environment, where does government responsibility end and business responsibility begin? In November 2011, the UK government hosted the first intra-governmental conference on the cyber threat, at which time they issued a revised cyber-security strategy. As well as discussing the usual topics of the threat from cybercrime, espionage and warfare, the conference saw the debate begin at governmental level as to where responsibility lies for protecting key assets on the Internet. When the national interest is threatened, responsibility for protection lies primarily with the state, but many governments are powerless in the case of the cyber threat, for a variety of reasons.

A significant difficulty in protecting critical national assets is that the Internet is primarily run by private companies or non-governmental organisations. That?s true even in the case of? critical national infrastructure such as utilities, which are vulnerable to attack via the Internet. Most of the infrastructure and services that underpin national digital infrastructures are run by private companies such as HP, Fujitsu, IBM, Verizon, BT and others. Even the key technologies employed to sit on top of the infrastructure are developed by private companies ranging from Google, to Microsoft, to Apple plus a raft of much smaller start-ups, some of whom you will never have heard. The level of investment produced by these companies dwarfs those made by governments.

For example, the UK?s National Cyber Security Programme is making available a total of GBP650 million (USD1.01 billion) over four years. This money is intended to be part of a programme whereby government works with businesses, as well as protecting governmental assets. But this money is lost when you think, for example, of cyber security company Symantec spending USD862 million in 2011 alone on research and development. Similarly, Microsoft spent USD8.7 billion in 2010 and Google USD3.7 billion. The disparity between individual government spend, and that they are used to procuring systems over many years rather than at the speed at which Internet technologies change, means that governments find it very difficult to engage with private businesses.

So what have governments done in response to this situation? Well, they have acted in remarkably different ways.

For example, you might imagine the all-out attack on Estonia in 2007 would have led to an aggressive response. Instead it led to the formation of the Co-operative Cyber Defence Centre of Excellence (CCD COE). The purpose of CCD COE is to understand the cyber threat as it develops and thence to prevent those attacks. This is an approach which has received the full backing of NATO. Meanwhile, the EU has created the European Network and Information Security Agency (ENISA) to act as a hub for the exchange of information, best practices and knowledge in the field of information security.

Other governments have adopted a more militaristic approach. In May 2010, the United States Cyber Command, part of the US Strategic Command, became operational. Cyber Command is not just there for the operations and defence of specified Department of Defense information networks but also to carry out ?full spectrum military cyberspace operations?. Similarly, Israeli Prime Minister Binyamin Netanyahu announced in May 2011 that the country would set up a cyber-defence task force to defend Israel?s vital infrastructure from cyber-attacks.

Regardless of style of approach one common theme has emerged: the key to effective defence against the rapidly evolving threat is shared intelligence. The studies conducted by Dr Rogoyski showed that what business wants most from government is Information Sharing and Awareness Raising. And, intelligence is one thing that governments do have.

They are now looking for ways of sharing sensitive information, that they might otherwise be unhappy to share as it might reveal the source of the information, with those who are directly affected by it. In the US in 2011, the Department of Defense launched a new pilot programme, the Defense Industrial Base Cyber-Pilot, in which it shares classified threat intelligence with around 20 defence contractors or their commercial internet service providers. Although the initial scope of Defense Industrial Cyber-Pilot was to help protect government network, it doesn?t take a great leap of imagination to see how this can become a two way process, especially in areas such as power, transportation and energy. The success of this scheme resulted in it being extended in September 2011 to include more private organisation. It has, however, highlighted in the public consciousness that the military are involved in protecting the Internet, and the debate continues as to whether it should be the Department for Homeland Security of the DoD that has such a responsibility. Either way, the positive aspect is that it is happening.

In the UK, the private sector is not necessarily waiting for government direction. For example, a financial services virtual task force has been formed by several large banks. This task force co-operates with the Metropolitan Police and exchanges information on threats and attacks as rapidly as possible. This has proved to be a very effective approach and has led to a number of successful prosecutions. Another information exchange is being set up by Intellect and ADS, UK hi-tech trade associations.

The emergence in 2011 of the infamous Stuxnet virus has highlighted how vulnerable critical national infrastructure is, and this has given a jolt to all those thinking about Internet security from a governmental perspective. Even if it were just a commercial issue, cyber security (and certainly the perception of it) can dramatically affect a nation?s fortune in the modern world. The fact that someone can potentially turn off the water, lights and stop the trains makes people think quite differently about what is a ?stable? country, and will certainly influence anyone trying to decide whether to base their business in a country.

However, it is clear that unlike many historical threats to national wellbeing, this threat can only be checked by the closest collaboration possible between government and business. Business must be focussed on ensuring that this happens, and government must be more willing to share what it knows than it has been previously.

With news only this week that the Duqu virus (evil son of Stuxnet) has been found in the wild in a new variant, we can see that the threats are becoming more advanced and more persistent, and perhaps most worry of all, more targeted. Governments and business have a relatively small window in time to put in place the necessary mechanisms to share information such that it can be acted upon quickly enough to prevent damage. For those countries that don?t do this, they will rapidly realise that whilst in the past people ?voted with their feet?, these days people ?vote with their mouse? and it takes a lot less time lose trust in the Internet age than ever it did before.

Reading: Why Greg Smith Left Goldman Sachs (March, 2012)

Greg Smith has created a significant buzz on Wall Street. When he resigned on March 14th as an executive director at Goldman Sachs, one of the world?s largest investment banks, he decided to publish his resignation letter in the New York Times. Needless to say, he has definitely burned his bridges with his former employer. After 12 years at Goldman Sachs, which he writes was ?long enough to understand the trajectory of [the company?s] culture?, Smith claims he could no longer in good conscience identify with what the company stood for. He complains of a shift in the company?s practices from protecting client interests towards a culture of money-grubbing in which the client?s interests are sidelined. According to Smith, the mission today is to get clients to trade whatever brings the biggest profit to Goldman. He writes:

?

?Integrity? It is eroding. I don?t know of any illegal behavior, but will people push the envelope and pitch lucrative and complicated products to clients even if they are not the simplest investments or the ones most directly aligned with the client?s goals? Absolutely. Every day, in fact.?

He described an environment where colleagues callously boast about ripping off clients, whom directors refer to as ?muppets.?

Smith concludes his letter by stating:

?

?I hope this can be a wake-up call to the board of directors. Make the client the focal point of your business again. Without clients you will not make money. In fact, you will not exist. Weed out the morally bankrupt people, no matter how much money they make for the firm. And get the culture right again, so people want to work here for the right reasons. I am of the opinion that any tea is worth trying, but I?ve also learned over time that all teas are not created equally. ?Some brands are consistently impressive, and others cost much more than they?re worth. ?Lately I?ve been reading about the pros and cons of buying loose tea instead of bagged tea (and vice versa), and, for the most part, what I?ve read is very much in line with my own observations. Loose tea is often praised for its superior flavor, while bagged tea is a popular choice simply because of its convenience.

I definitely enjoy the convenience of bagged tea, but I can?t deny that most of the best teas I?ve had have been loose (like the Teavana Youthberry Wild Orange Blossom Blend Danielle gave me for Christmas).

So which do you prefer? Have you ever noticed a difference between the two?

You can try new hobbies like photography, dancing or cooking. You should entertain yourself as much as you can. It?s like taking your mind off from your job. ?The job of an elder care specialist is really hard and stressful, so do something that will relax you and relieve the stress you are feeling.

Sprinkle Happiness in your Life

Keep sadness at bay by bringing out your funny side.

They say that humor is one of the most effective ways to cure boredom, illness, sadness and stress. You can perhaps watch a romantic-comedy film or get engrossed in youtube videos that will make you end up laughing so hard. This is not just good for you but as well as to the one you?re taking care of. Laughter and happiness can be contagious at times and if you can share it with others, then much better.

Support Groups

Absorbing everything, the pain, sadness and desperation from your patient is not good for you emotionally and physically. If you feel like you want to quit your job and you are no longer satisfied with what you?re doing, you must ask help from a caregiver?s support group right away. You can talk to someone about the weight you are carrying and to release everything you have absorbed. It is best to talk it out, share your experience with other group members and seek opinions or suggestions.? This can do trick in releasing the stress you are feeling. Talking it out relaxes you and makes you feel much better especially if you?ve had a bad day at work.

Being an elder care specialist is really stressful, so it?s wise to try any of the mentioned strategies in order to prevent burnout and to give your optimum performance at work.?

FamigoFamigo, the Austin-based startup building a directory of family-oriented and kid-friendly mobile apps, announced today that it has raised $1 million in funding led by Silverton Partners. Climate change report: time to start preparing for the worst

It's time to start protecting people from the impact of severe-weather events, a panel says. The report offers further evidence of how the climate change conversation is shifting.?

Girding communities now to bounce back from droughts, floods, heat waves, and severe storms they currently experience will go a long way to helping them adapt to long-term global warming.

That is the broad message contained in a 582-page report from the Intergovernmental Panel on Climate Change and released Tuesday.

The report surveys the current state of scientific knowledge about the impact global warming could have on nine types of extreme-weather events. The report spends the majority of its nine chapters exploring ways ? from simple networks to spread warnings of a looming tropical cyclone to broader social changes, such as educating women and including them in community planning ? to reduce the risk to people and property from weather extremes.

The volume is the strongest signal yet of a sea change in thinking during the past decade on adaptation to climate change.

Although the IPCC has dealt with the subject all along, adaptation is seen by many activist groups on global warming as a cop-out ? a topic aimed at diverting attention from the need to reduce emissions of greenhouse gases.

But researchers have indicated that even if countries slammed the brakes on emissions today, the climate would continue to warm because carbon dioxide remains in the atmosphere for centuries. The gradual-but-relentless build-up of CO2 in the atmosphere since the dawn of the Industrial Revolution is an indication that humans are pumping it into the air faster than natural processes can remove the excess.

Increasingly, some degree of adaptation has come to be seen as a necessity, not a diversion.

Teasing out trends in extreme weather and identifying global warming's fingerprint are challenging, acknowledges Thomas Stocker, an atmospheric scientist at the University of Bern in Switzerland and co-chair of the IPCC working group that reviews the state of climate science. By definition, extreme weather events are relatively rare and require observations ? of consistent, high quality ? over long periods of time and with ?extremely good spatial coverage,? he says.

But enough data have been accumulating during the past 60 years at least to begin the process. The report examines observed trends for the nine weather and climate features it considered, the likelihood that global warming is evident in the trends, and projections of how those trends may play out through the end of the century.

Some of the highest confidence levels across these three categories are for trends in extreme temperatures, with somewhat lower confidence levels for extreme precipitation.

While uncertainties remain, many of the approaches communities and countries can take to adapt to weather extremes fall into what Chris Field, co-chair of a second IPCC working group that focuses on impacts of climate change, dubs ?low regrets measures.? These measures will provide significant benefits regardless of the factors underlying extreme-weather events.

Indeed, the cost from extreme-weather events has been rising.

Between 1970 and 1989, losses from disasters of all sorts averaged about $5 billion a year globally, notes Mark Way, who heads sustainable-development efforts in the Americas for the reinsurance firm Swiss Re. Since 1989, losses have averaged some $30 billion a year, driven in large part by weather-related disasters. Last year, losses in the US hit $35 billion, more than half the $61 billion in losses from severe weather globally.

At this point, the increase in losses has more to do with rapid population growth and a build-up of wealth in some of the most vulnerable areas ? along coastlines, for instance ? than with global warming, both?the IPCC report and Mr. Way note.

Lesbian and Gay FoundationAs a Director of The Lesbian & Gay Foundation, I am familiar with the inequality faced by lesbian, gay and bisexual people in this country. The organisation I work for has built itself on not championing gay rights, but championing equal rights for lesbian, gay and bisexual people.

When I came out as gay in 1998, it was illegal for me to have consensual sex with someone of the same sex, yet my friends of the same age and younger were able to have consensual sex with partners of the opposite sex.

14 years later, I?m still facing inequality on the basis that whilst the law of the land allows me to have a loving relationship with my partner, I can?t choose to have my relationship blessed or recognised in law in exactly the same way as heterosexual people, or even have the ceremony undertaken in a religious setting (just like my parents did, just like my sister did?and just like almost everyone that has surrounded me all of my life has done).?

So last year the Government lifted the ban on civil partnerships taking place on religious premises, and now they are looking at removing the ban on same-sex couples having a civil marriage ceremony.?The Government recognises the commitment by same-sex couples in a civil partnership is the same as the commitment made by opposite-sex couples in a civil marriage.?Therefore it makes no sense to ban same-sex couples from getting married through a civil ceremony. This is about removing the barriers to enable greater choice in this modern world.

There has been some confusion in the media and from certain religious groups about this consultation, so the Government has made it explicit that they are proposing?no changes to religious marriage. A marriage through a religious ceremony and on religious premises will continue to only be legally possible between a man and a woman.

I pay taxes, just the same as my heterosexual peers? I pay taxes that pay for an Equality and Human Rights Commission in this country that is focussed around ensuring equality for everyone, that protects the rights of everyone, regardless of their sexual orientation.?I pay taxes that cover the costs of politicians and more importantly, I pay taxes that contribute to the 26 Bishops in the House of Lords ? who work within an organisation that is often reported to be very publicly, very openly and very unfairly telling everyone why I am not entitled to the same rights as heterosexual people when it comes to issues such as Gay Civil Marriage. This is inequity. It is inequality.?

As I prepare to move in with my partner, it may be down the line that we choose to have our relationship recognised in law, currently I?m unable do that in the same way that heterosexual people do. I am not asking for anything different, but some lesbian, gay and bisexual people in same sex relationships want to have their partnerships recognised, blessed and welcomed by their faith.

Gay Civil Marriage isn?t going to ruin the fabric of our state. It?s not going to suddenly create a new breed of gays, a hoard of men in white dresses seeking photo opportunities on the steps of St Paul?s or forcing the hand of the state for a gay royal to be married at Westminster Abbey (although that?s not such a bad thought on reflection).? As Harvey Milk once famously said ?If it were true that children emulate their teachers, we?d have a lot more nuns running around!?

Whilst it could be argued that there are only a small number of real differences between Civil Partnerships and Marriage, with the key legal distinctions around relationship break-down and divorce, as?civil partners must dissolve?their partnership and can?t be divorced. Furthermore, adultery is not recognised as a reason to dissolve a civil partnership, due to the fact that in legal terms adultery is defined as sexual intercourse between a man and a woman outside the marriage. The two are not seen as equal; another example of how the current system is unfair and unequal.

Currently, heterosexual people have a choice between a religious or civil marriage, whereas the formation of a civil partnership is entirely a civil process.? Yes, this is inequity.? It?s unfair.? It?s not equal.

Aside from those specific exceptions, civil partnership offers the same legal rights as marriage. So pensions, parental responsibilities and other social and welfare benefits remain the same for both groups in theory.

Yet whilst these debates continue, people in society continue to be discriminated against in the provision of employment, education, training, goods and services. As the debate continues around not offering lesbian, gay and bisexual people the same rights as heterosexual people in marriage, it continues to provide an assumption in society that this can be extended to all other aspects of lesbian, gay and bisexual people?s lives and homophobia and biphobia will continue to affect people in society.

Lesbian, gay and bisexual people continue to be battered, bruised and killed in this country, simply for being who they are, loving who they love and living how they live. Gay Civil Marriage would work towards helping people realise that lesbian, gay and bisexual people are equal?so let?s just do it!

This year is shaping up to be incredibly busy with regards to speaking ? schools, libraries, bookshops, conventions and even some radio. I?ve already visited St Michael?s PS, Leongatha PS, Hampton Park PS, Mentone Grammar and Embiggen Books, as well as being a guest on two episodes of Southern FM?s Write Now program. Here?s a photo from the Embiggen Books reading?

And there?s lots more to come, including Doveton Library, Mentone Library, the Bayside Literary Festival, A Thousand Words Festival, Continuum 8, Mooroolbark College, Scotch College and a four-day tour of some country primary schools. That?s just the stuff that?s been confirmed. Although I organise some of these things myself, much has also come through my speaking agency Creative Net.
