Capitol Hill, Saipan?- At the Summer 2012 National Association of Insurance Commissioners? (NAIC) National Meeting in Atlanta, Sixto K. Igisomar, Secretary for the Department of Commerce of Commonwealth of the N. Mariana Islands, submitted his intention to join a new working group formed to assist the states and territories to consider either a federally facilitated or partnership exchange. The Health Care Reform Regulatory Alternatives Working Group is chaired by Pennsylvania Insurance Commissioner Michael F. Consedine and Vice-Chaired by Wisconsin Insurance Commissioner Ted Nickel. ?I am grateful for the creation of this new working group,? said Igisomar. ?This should be a good forum for CNMI and the territories to address their concerns collectively, while providing additional support and capacity to the overall committee members.? Secretary Igisomar first learned of the new charge to the Health Resource and Managed Care (B) Committee during an Executive (EX) Committee meeting over the weekend, and submitted his support to now Chairman Consedine so as to make sure Territories (and not only States) as Members of the NAIC are included and considered in the finalized new charge.

The working group will serve as a forum for examining questions that states and territories may have regarding the impact of partnership and federally facilitated exchanges on state regulation of health insurance markets. They will also look for ways the states and territories can innovate and try to identify and address health insurance market issues facing these states. The charges of the working group are: 1. Provide a forum for discussion of and guidance on the alternatives to implementing a Patient Protection and Affordable Care Act (PPACA) compliant state-based exchange and the implications of such alternatives on NAIC Member regulatory authority. 2. Identify and assist Members in resolving open issues that need to be addressed with regard to non-state exchange PPACA alternatives. 3. Analyze impact of PPACA on existing Member regulatory authority both inside and outside of a federal exchange as well as the impact on NAIC Model Laws (Unfair Insurance Practices Act, Producer Licensing Model Act, Model Law on Examinations, etc.) 4. Identify opportunities for Members to continue to innovate and regulate outside of a federal exchange.

The charges were drafted to include the needs of the territories, to which the health reform law applies differently.
