?Abstract? In China,75 percent of the population is farmer. Therefore, in order to carry out China?s social endowment, we must pay attention to rural social endowment. In recent years, because the birth control policy is carried out and a large number of peasants flow into the cities, the rural productive aging problem has become more and more serious. The traditional family support way is greatly impacted, so the country urgently needs a new kind of elderly support system.In 1999, the old rural social endowment insurance system was ceased because of system design problems. In September 2009, the central government officially promulgated the Guidance on the New Rural Social Endowment Insurance of the State Council. Since then, some affluent areas in China began to explore new rural social endowment insurance system according to the local economic conditions and social development. Today how is the implementation of the new rural social endowment insurance system? Can the new rural social endowment insurance system be able to mobilize the farmers?insurance enthusiasm? These questions have become the most concerned.This paper will base on Maslow?s Need-Hierarchy Theory, taking the two selected towns of Zhongxiang City, Hubei Province as research objects, and study the implementation and existed problems of Zhongxiang?s new rural social endowment insurance. Then, it will deeply analyze the factors that influence farmers to effect insurance from the perspective of farmers needs. Finally, the paper will propose some targeted policy suggestions.This paper consists of four parts:The first part will first review the relevant researches and then explain the purpose and significance of this study, the theoretical basis, the research ideas, the research hypotheses, definition of basic concepts, and the research methods.The second part will study the implementation of the new rural social endowment insurance, basing on the questionnaire of the two selected towns. The empirical results show that the real insurance rate is rather low, but the farmers? willingness to join in insurance is rather high. In addition, the farmers think that although the new rural social pension insurance system is reasonable, it still needs to be improved.The third part will study the factors that influence the farmers to participate the insurance from the individual characteristics, family characteristics, neighborhood behavior, system designs and the future expectations.The empirical results show that the farmers?age, the family income, the number of children and sons, the system design, the information symmetry, the farmers? expectations, the neighborhood behavior are important factors that influence the farmers to participate the insurance. On the other hand, the farmers?sex, education and health do not influence the farmers?participation significantly.The fourth part will put forward some policy suggestions to promote the farmers?insurance based on the above empirical analysis.
